Buying Property in Italy: Why You Need a Codice Fiscale

What is a Codice Fiscale?

The Codice Fiscale (C.F.), Italy’s Tax Identification Number, is a unique code assigned on the basis of personal details such as name, surname, date and place of birth and, for non-Italian citizens, country of origin.

For anyone seriously considering buying property in Italy, obtaining a Codice Fiscale should be one of the first practical steps. It is important to understand that having a C.F. does not, in itself, mean becoming tax resident in Italy or automatically becoming liable for Italian income tax. It is an identification number used for a wide range of official and contractual matters. It is relevant not only to property purchases, but also to many residential rental arrangements and to other practical matters such as opening an Italian bank account and setting up utilities.

Who issues it and how do you obtain one?The Codice Fiscale is issued by the Italian Revenue Agency (Agenzia delle Entrate). If you are planning a visit to Italy, obtaining your C.F. while you are here is generally the most straightforward option. Ideally, the appointment should be arranged before travelling, so that this small but necessary formality can be dealt with during your stay without having to fit it around the rest of your plans. It is also possible to obtain a C.F. through the Italian consular network abroad, although procedures and processing times vary. For clients already planning a visit to Italy, my experience is that organising it here, and organising it in advance, is by far the most practical solution. The Agency provides information for foreign citizens in English:  https://www.agenziaentrate.gov.it/portale/web/english/nse/individuals/tax-identification-number-for-foreign-citizens.

The administrative arrangements and information available through the Agency may change, so referring to the current official source is preferable to relying on older instructions or forms reproduced elsewhere.

Why is it sensible to arrange it early? The Codice Fiscale is a relatively small administrative matter, but it is one of those basics that is better dealt with before it becomes urgent. The same applies to having an Italian bank account when appropriate. Although there are circumstances in which payments connected with an Italian property transaction can be made from abroad, having suitable banking arrangements in place can make the practical execution of a substantial transaction considerably easier. For a client buying—or entering into a substantial residential rental—from abroad, these are details best considered before the property itself becomes the immediate concern.

What if you do not speak Italian?I work directly with English-speaking international clients and can assist with obtaining the Codice Fiscale when we meet in Umbria. Obtaining a C.F. is only one small part of a property project. My involvement can extend considerably further, according to the property, the circumstances and the degree of assistance required—from the initial search and selection through to coordinating the various professional and practical steps involved in an acquisition or substantial rental. For someone seriously considering property in Italy, getting the fundamentals in place early is simply good preparation.
